Pictograms are for everyone. So the meaning must be universal.
For example,/a traditional Japanese hot spring sign/has a problem. It looks like/a bowl of soup/to many foreign tourists! The idea becomes clear/by adding three people. They enjoy soaking/in a hot spring. More visitors can understand.
